Robert S. Waas

Robert is the founder of RSW Investments. As Chief Investment Officer Waas is responsible for establishing RSW’s policies on macroeconomics, interest rate and credit risk management, in addition to overall portfolio positioning. He launched his career in 1985 managing municipal bond mutual funds for Merrill Lynch. In the early 1990’s Rob was tapped by Van Kampen American Capital to launch and manage their Municipal Bond Separately Managed Account program. Years later, Rob also marketed and managed 10 different closed-end municipal bond funds. In the late 1990’s Rob joined Deerfield Capital Management LLC, where he pioneered one of the first hedge funds dedicated to utilizing sophisticated municipal bond arbitrage strategies. Rob moved to Prudential Investment Management in 2000 to manage their flagship National and High Yield Municipal Bond Funds. A year later, Rob assumed the management responsibility for all of the municipal bond portfolios and Insurance Company assets totaling approximately $4 billion. Employing strategies developed over a decade ago, he also launched, managed, and marketed a separate account municipal bond program. Rob received a B.S. in Accounting from St. John’s University.

Matthew T. Werner, CFA®

Senior Portfolio Manager

Matthew is Partner and Senior Portfolio Manager for RSW’s taxable and tax-exempt fixed income separately managed account strategies. He joined RSW at the firm’s inception in 2005.  Matthew assists Robert Waas, CEO/CIO in setting investment strategy and is responsible for managing security allocation and portfolio risk attributes in terms of duration, yield curve, state, and sector exposure.  Previously, he worked alongside Mr. Waas at Prudential Investment Management and developed sophisticated municipal bond risk management applications and tools to track and identify relative value opportunities in the marketplace.  He has over 15 years of investment experience and received a B.S. degree in Finance from the University of Delaware, with minors in Economics and Management Information Systems / Decision Support Systems.  He is a CFA® charterholder and a member of CFA Society New York.

Mark J. Tenenhaus

Director of Municipal Research

Mark joined RSW Investments as Director of Municipal Research in April 2010 from at Moody’s Investors Service, where he was a Vice President and Senior Analyst in the state and high profile group. Mark has extensive experience in all aspects of municipal bond research and strategy. He spent the majority of his career, to date, at Morgan Stanley and Dean Witter where he was an Executive Director responsible for municipal research with particular emphasis on individual high net-worth accounts. Prior experiences also include JP Morgan Investment Management and Private Banking where he was Vice President for municipal research and Radian Asset Assurance where he was vice president for market development. Mark is a past president and treasurer of the Municipal Analyst Group of New York and served on the Board of Directors of the National Federation of Municipal Analysts. He is a recipient of various peer-voted industry awards. Mark has a B.A. in History from Queens College and a MBA in Finance from the Bernard Baruch College of the City University of New York.

Mark A. Scott

Senior Trader

Mark joined RSW Investments as Senior Trader in March 2016. Mark has extensive experience evaluating municipal securities for purchase and sales for both retail and institutional clients. The majority of Mark’s 25+ year career was with Charles Schwab, where he held multiple positions within the fixed income department and ultimately progressed to a senior municipal bond trader. In addition to Schwab, Mark worked for Sumridge Partners LLC as a registered Principal and Head of Municipal Trading and Underwriting. Additional prior experiences include Prudential Securities, R. Seelaus and Securevest Financial. Mark received a B.A. in Business Administration from Clark University in Worcester, MA.

Portfolio Manager

Randy joined RSW Investments in August 2008. Randy assists Matt in managing the security allocation and portfolio risk attributes in terms of duration, yield curve, state and sector. He performs in-depth portfolio attribution analysis and analyzes the yield curve and municipal to treasury relationship to identify relative value opportunities. He also conducts client portfolio reviews along with horizon and keep/sell analysis. He began his career as a research analyst with Ipreo, where his municipal bond related responsibilities were diverse. Randy holds a Bachelor’s degree in Finance from Pennsylvania State University.

Hernando Montero

Municipal Credit Analyst

Hernando joined RSW Investments as Municipal Bond Credit Analyst in June 2020 from  Stoever, Glass & Co., where he was Director of Municipal Credit Analysis in the fixed income group. Hernando has a background in fundamental research of municipal bonds for both institutional and retail clients. Prior experiences include Ramirez & Co. where he was Vice President for municipal strategy and UBS Asset Management where he was Portfolio Analyst for the Puerto Rico Family of Funds. Hernando holds a Bachelor’s degree in Finance from Universidad del Sagrado Corazόn.

Director of Software and Technology

Tess joined RSW Investments in April 2007. In her tenure with RSW, Tess has developed controls and spearheaded a number of forensic audits, including RSW’s performance, trade allocation and best execution. She assists in the development of RSW’s reconciliation, trade support, and proprietary risk management applications.  She began her career as a System Administrator with Spartan Technologies, LLC performing a myriad of technical and analytical functions. She worked closely with Traders and financial exchanges to develop customized solutions for complex issues utilizing her technical experience with programming languages such as Java/C++, PERL, and SQL. She also performed comprehensive quality assurance testing on new versions of trading software prior to production release. Tess holds a dual Bachelor’s degree from Rutgers University in Computer Science and Psychology.

Jeff joined RSW Investments in September 2015. Jeff responds to Requests for Proposals (RFPs) and analyzes holdings to prepare reports for the investment management team and financial advisors. Jeff holds a Bachelor’s degree in Business Administration from Ramapo College of New Jersey.

Tony joined RSW Investments in December 2019. Tony interfaces daily with financial advisors, providing ongoing support with client accounts. Tony holds a Bachelor’s degree in Applied Psychology from East Stroudsburg University and a Master’s degree in Clinical Psychology from Marshall University.

Trade Desk Support

Andrew joined RSW Investments in November 2023.  His role at RSW includes assisting in verifying the in-house trade log against broker/dealer records, resolving trade issues, reviewing and reconciling cash positions and transactions with the custodial banks, and interfacing daily with the broker/dealer community.  Andrew holds a Bachelor’s degree in Leadership and Management from Rutgers University Business School.
